Do farmers have to keep a certain proportion of their own grain aside for planting the following year, or do they buy it from elsewhere and if so where?
How about plant bulbs, are there nurseries full of 'mother' plants which produce daughter bulbs year after year which are removed & sold?

And about the bulbs, yes except that some bulbs need to be grown up from seed every so many generations both to maintain vigor and to create new varieties. Hybrid seed produces better and pays to buy even if the resulting crop has sterile seed, the same for GM crops.
Plant nurseries grow the bulbs. Many farmers buy thier seed from wholesale companies (Johhny's Selected Seed is the best known) or Agway.
The bulk of flower/vegetable seeds available are usually grown abroad where the climate is favourable.
