Is there any capacitance to voltage converter IC in the range 140pf?

there are many ways to achieve a voltage change.
the one way that comes to my mind is a simple capacitance meter that has a different voltage for the size of cap that you have.
check out the circuit and theory at the link. look up up capacitance meter. a simple 555 timer circuit would work as well, so check that out too. (ic chip LM555 etc) cant get easier.
140 pf is not a standard capacitor. You may use a 150 pf in that application. The 140 pf was probably the result of a calculation but the value is not critical.
