No. It never happened to you that you find yourself looking at someone without actually seeing the person? Or that you find somebody so interesting that you can't resist to watch him/her? -Without any bad thoughts, intentions or anything.. And if the person looks back at you. Well, so what?
And sometimes just the very fact that the person is sitting opposite to you is the only reason. It is the most convenient direction to look at: right ahead!
This is a very English problem. I live in Poland and people here have no worries about staring at you. It takes a bit of getting used to. In a similar way, we English always move if someone stands too close, like in a lift.

I once spent a 20 minute train trip flirting over the top of my paper with the businessman opposite and enjoyed seeing his reaction in the trouser department. If he had not been rather gorgeous I would not have bothered.
In the animal kingdom, making eye contact means 'I want to eat you'.
This is why the guy had to check you again when you went into the tunnel.
