In French, can the conditional tense have a function other than expressing a condition based on circumstances?

reported speech, the same as in English

he said, 'I will do it on Tuesday'
he said that he would do it on Tuesday

Il a dit 'je le ferai mardi'.
il a dit qu'il le ferait mardi.
It can be used passively as in..

I would've been fishing.
This is why I didn't take French.
