Y do people say its getting warmer,its going to snow?

because it's not as cold when it is actually snowing, it gets cold beforehand then when it settles it's not as cold :)
because the weather warms slightly just before its going to snow
because the clouds which contain the snow are insulating the land underneath preventing the heat escaping

because the clouds with snow are heavy and cause a sort of blanket to cover the sky like when it snows it creates a blnaket over plants keeping them warm. it traps tepid air, its also like summer when its cloudy at night its warmer.

It is not exactly right to say it is getting warmer so it will snow. Basically if it is absolutely freezing you normally find that the sky is clear. It cannot snow without clouds so when it is cold it actually needs the temperature to rise slightly on the ground to be able to form clouds and then in stead of falling as rain when the moisture is released from the cloud it it hits the cooler air way up and falls as snow.
Hope this makes sense but that is basically what people mean when they say that .

Are you talking about Global Warming? It's not like a light switch you flip, and bang! it's hot! It's very gradual and you are not necessarily going to notice from one year to the next, just a little bit after bit after bit.....until finally you can say, "Oh, yeah, it really HAS changed, hasn't it?"
Because 'it does.'
Other answers here give the reasons for this, but to add my 1p worth, I have been rarely wrong (both here and up near the Canadian border) when I've said, 'I can smell snow (coming).'
Don't know just what the 'smell of snow' is, but, that's how it's been.
