It depends whether you are situationaly aware. If it's in the process of being emptied, then it's half empty. If it's being filled up, then it's half full. You can't answer an question properly without being aware of all the relevant facts.
Alternatively, if you're an engineer, then the glass is twice as big as it needs to be !!
