There is another, more basic index, that needs supplying.
Length is a plane measurement, ie it is a single dimension.
If therefore, just to clarify things I answered your question by saying, "from end to end" I would still need to define the "ends".

Convention states that we generally mean the former, but this IS only a convention. There is no compelling reason that says it cannot be otherwise.
Until therefore you specify which "length" you are referring to any whiney little answers about specifying which bit of string remain irrelevant.

All types of string are very slightly stretchy so they have no fixed length and can't ever be measured. Thats the origin of the expression.
