A civil servant is paid, say, £10,000. How much does his post actually cost the UK tax payer altogether?

Normally we expect a charity to set aside 10% of its income for administration (paying itself out of donations received).

Assume a civil servant in a job centre is paid £10,000 a year.

What is the total cost of establishing and maintaining his post?

Include in your calculation the costs of administering his post (wages, personnel, recruitment), of supervising him, of enabling his work to be integrated into the wider organisation, of providing him with equipment, and - of course - the cost of raising the taxes to pay for it all.

Express this figure as a percentage of his annual salary.

Are there any guidelines governing the cost of establishing and maintaining a post in a large organisation? Any rules of thumb to indicate whether the post represents a normative or reasonable proportion of a what may be said to be a notional income? ..such as the 10% rule-of-thumb?

Most admin grade civil servants are paid closer to £20,000 these days.

Obviously civil servants pay tax and NI the same as everyone else and there are support functions (such as HR) that have to be put in place. The largest element of cost will be location (which is why the BBC and some government departments are keen to move whole departments up north). The cost of employing someone in central London can be double their wage (ie: if you pay someone £20,000 it can cost the employer a total of £40,000 when you factor in taxes, support and location).

Rents in other locations are lower but the total cost of employing someone based in a city office is likely to be at least 150% of their salary.
