And that level can change from one survey to another, depending on what criteria the surveyer uses as a base.
In 2004, Business Week research indicated that they numbered 28 million, counting those at least eighteen, employed, and making less than $9.04 an hour, a full-time salary of $18,800 per year and a family of 4 would be the "poverty line".
This number has changed, no doubt, because of increased energy costs since that survey was done.
