I don't think it is officially classed as a city. to be classed as a city then you need to have a 2 of 3 from a cathedral, a university or a river.

If you look at the website for the department of constitutional affairs you will see that there are 66 "Cities" in the UK and Milton Keynes is not one of them. So the Strict answer is NO. However if you look at the official Milton Keynes.gov.uk site it refers to living in the "City" however all of the official adresses for the mayor etc refer to "Milton Keynes Council" with no mention of the word City. There have been all sorts of definitions about cities in the past but all of them defer to the Dept of Const Affairs.
