Is sign language universal? Can an English person communicate with a foreign speaking person?

all sign language is different even in england they have different accents as they call them, my little girl is deaf and we are in the north west she has friends in the north east and at times she struggles to understand them. so its not only internationally.

Watch a game of cricket or football, you will see a lot of messages passed between players of rival teams thro sign language spontaneously, in a natural manner, giving you a few lessons in universal sign language!

So unfortunately sign language isn't universal.
I have learnt sign language 'up north' and it differs from the West Midlands - even county to county not just country to country - it's strange eventhough it's just BSL (British Sign Language) - different accents etc.

UK sign with 2 hand and USA use 1 hand to sign but sign language keep changing new signs is doing my head in cos am deaf and signs.
