Can there ever be a universal translator?

One may all ready exist but I doubt it since no one knows how to understand animal speach except maybe dolphin sound waves.

There used be a Professor who was trained in veterinary sciences and used to follow the sound of pets like dogs, cats, parrots, etc. and used to interpret them and communicate with them in his own body-language. I have seen an episode of Mr David Attenborough in which an African man (i think somewhere in Kenya) calls some chameleons by blowing a peculiar-sounding whistle thru his lips and then hundreds of them would come and have their food. It was in the Aminal Planet some years back and we used to watch with great interest in our home.
Only if we can figure out technologically how telepathy works.
there won't be.those star trek episodes have gone too far.
only for human languages...animals don't communicate as we do.
