What is the relevace of the nature/nuture debate to social care?

is what we do natural to our natures? or do we do the things we do because we have been taught by the environment we were nurtured (raised) in?
well id have thought it affects how you deals witha child's behaviour.
imagine there is a chikld in a home. his mother was raped and couldnt bear to raise him. he doesnt know this. if that child grows up to be violent towards other children, do we excuse him and say its in his DNA cos of who his dad is? If its nature, its a part of him. we can try and restrict the effects of his behaviour, so try and programme him to not do something, but we have to accept that its implicit in who he is. therefore, would it be better to isoloate him becasue of the risk of him being like his father?
if we assume it is nurture, then we accept that maybe the child has seen one of the other children or adults being violent, or has watched a tv programme when someone was violent. its learnt behaviour which means it can be unlearnt. you would then be looking at behaviour modification with a very good chance of the child behaving
ultimatly, it afects how we percieve behaviour and how we deal with it
Because most of the time it's nurture and therefore it's the parents fault!!
