Why is it a bra?
when it is a pair of knickers ( a question on behalf of my sister)
Answers:
I think I understand the question. Correct me if I'm wrong but you don't understand why its a bra or a brassiere [singular] and a pair of knickers [plural]
Knickers have only one part, they contain a single pelvis. A bra contains two breasts and a trunk.
You make a good point, if not very clear.

Originally leg ware like trousers were two pieces (one for each leg) and even though nowadays we have one piece leg ware we still use this grammatical anachronism and call them pairs. This also applies to underwear.

Knickers ends in S so has to represent a duo or more. So this leads us to ask - what came first, - the S at the end or the word 'pair' at the beginning that made an S at the end compulsory? It's certainly a very tough one!
