I don't know whether your question refers to how you perceive the things around you (sensory perception) or how we process this information and make judgments about them. Anyway, things are not always as they seem. Your other question, it's almost the other extreme, I would say perception of the things (in general) depends on your previous experience and knowledge of the things.

Then you could get an opinion off someone who might have more knowledge on the subject, then weigh it up. Calculate the facts. Things are then how you make them seem, your option.

The world does exist and it is always the same. But it is coloured by your current interpretation. So things are not always as they seem because they only seem anyway at all because you are there to interpret them and they only seem one way to you.
