How is mileage measured with regards to cities and country villages etc?

When you are driving, Birmingham is 24 miles away, London 122 etc.

At what point is zero or the point it is measured from? Birmingham is a pretty big place! Just one of those thoughts that crossed my mind today when stuck in a tail back.

Each City, Town,Village and Hamlet has a central point (which may not be in the middle). This is the reference point.
I know all measurements out of london are from Kings Cross. So I guess every city has a pin point.
from the town's administration centre,, ie, Glasgow will be measured from the City Chambers builing to the equivalent spot in what ever town you are measuring from,,

When It's a road. like an Highway. the most known ity will have the point zero!
