Not put a full question in the question box?
Do they think people will click just to see hwat they want to ask?
Or is their a valid reason for it?

Its the old "bait and switch". No valid reason. They may suspect that their question is so mundane, so pedestrian, or otherwise unworthy that it would be passed by , otherwise.
For the same reason you did it.
Sometimes the full question doesn't fit coz you can only type a certain number of charecters.
Other times, it IS just to get people to read it.

It's called a teaser, and it plays upon natural human curiosity. TV shows do it all the time, which is why we have advertisements, trailers, previews etc, ad nauseam.
