Not a rugby fan..but i'd have to say either Japan or the USA.based on the rugby World Cup...

Italy but i have to say they are deffently sorting themselves out and working their way up. just have to look at a few of the scares in the last six nations. any other nations like Spain and eastern european teams dont really have the resources or the chances to be up on the main stage!

England underperform massively as they (through sheer weight of player no's and finances) should win everything.
Wales overperform massively - due to population size and amount of players available (which are by and large quality), and so should be considered one of the very best.
