However, on a more serious note, I do think cyclists would be a lot safer if they bothered to wear fluorescent gear and lights when it's dark. I've lost count of the number of cyclists I've nearly run down because they've not had either of these and have been barely visible when cycling on the roads when it's dark.

You don't need a bell, but sometimes it's easier than yelling "on your left"! If you commute on your bike like I do it's much easier just to ring the bell and let people know you are comming up on them. Some folks really freak out when they don't know you are there and zoom by 'em.
Only if you're six years old.I just yell out "on your left"..A bell looks corny and takes up space and weight.
