looks to me like Harry is in the clear, he never actually said he'd take any hospitality from that agent, he just said it 'sounds fantastic'. That wont stand up as evidence. The program never got any managers caught in the act of recieving a bung, so even Allardyce might escape a ban.

I reckon it was because he said he'd go to the hotel at the World Cup, and maybe that's mixing business with pleasure and so frowned upon? That's only a guess.
