Is there a handicap system that i can download as i run my works golf section and need a fair way todo h,caps?

Check out the link below. One problem with universal handicap system is that most either do not incorporate slope or require the user to enter the slope which is not always readily available. Still there are several good handicap systems on the Internet. Check out the USGA site to learn more about handicaps. Issac golf offers software to accommodate your needs.
