Although it is not explicitly listed as an action that would draw a foul, I'm sure that those who would try to do so would draw the ire of everyone in the sport to where the fighter would become a laughingstock, as would anyone who "submitted" to tickling.

First off no dude can really tickle me, don't ask me why. Second off, the girls who can tickle me, I have rolled with and while rolling with, despite numerous tickling attempts for some reason it never works.
Though who knows, maybe that you could be your niche, instead of causing your opponent pain, you cause him happiness and laughter, thus sapping his energy.
I find that pain works most of the time though.

Tickling is allowed, but with as much self-control fighters must have to be composed through pain, I don't see tickling having much effect. Not to mention while you're try to tickle the other fighter will be trying to punch or get a submission which would have more effect.
Well, if they alloxed Randy Couture to spank Tito Ortiz, they might allow you to tickle someone if you're dominating th fight.
