Can someone explain the Neutral Zone Infraction?

Can anyone explain the Neutral Zone Infraction to me in the most basic terms possible. Possibly with the use of glove puppets? haha!

there is a line from the tip of the ball if any body part is pass this line while the ball is snapped if someone is standing on the line they can get off but if the ball is snapped while the person is on the line that is a 5 yard penalty but if it is any yard lower than five for an example 2nd down and 4 yards to go it is an automatic first down
