Train your basic speed by doing speedworkouts. Then do some speed drills and lots of exercises of the legs and core.
Train better
Eat the right food

go out and find the biggest dog you can and kick it , youll , be suprised how fast youll run
get ankle weights the heaviest you can get without hurting yourself. When you take them off you will run like you never have before
by increasing the speed that your legs move!!

Find a Rottweiler, kick it really hard then you will run faster!
I must agree with CVEGAS229 get the heaviest ankle weights that are comfortable (tolerable) and run with those on for a few weeks and then take them off. Or if you live by a beach run in the WET sand, it is almost as good as the ankle weights. Good Luck!

Okay, so you've got all the physical advice, which you are porbably already doing. Now the mental advice. Do you wonder how all these amazing people fight against all their odds to become winners in races despite their illnesses, disabilities etc? They all have these things in common - guts, determination, drive and focus.
Play the race in your mind when you get up in the morning, when you are training, before you go to bed, visualising you going past the finishing line as the winner...
Believe in yourself, nothing is impossible.
By practicing more and more everyday.

and avoid smoking!
insert a jet into your rear end and when your about to start you should literally take off and your little legs will go 20 to the dozen
