Ignoring the steroid issue which has been already mentioned in depth, there is one other issue. I will use no technical terms to keep it simple.
A way of giving the apearance of a larger penis is to have a ligament cut on the underside of your penis which makes your penis 'hang more', the problem of this is that you will no longer have a 'fully upright' erection.. Conversely, if you exercise ALL muscles in your body heavily this ligament will be pulling to a greater degree which while it will not affect your size or performance it can cause a more 'withdrawn' appearance when fully flacid.
