Hello.
You can go to Portugal (Vilamoura in Algarve).

From www.visitalgarve.pt :

"Algarve voted the world’s best golf destination
ATA and RTA launch campaign to mark the award

For the second time, on 8 December, the Algarve was voted the “Established Golf Destination of the Year 2006”, having previously won the award in 2000. This title was awarded to the region by the International Association of Golf Tour Operators (IAGTO), gaining preference over such destinations as Andalusia, Arizona, California, Costa Brava, Dubai, France, Valencia, Lisbon and South Africa.

The award – announced during the ceremony of the “2006 IAGTO Award Gala Dinner”, which took place in Las Palmas (Spain) – was the result of a survey carried out amongst 240 golf tour operators from 38 countries, based on criteria such as customer satisfaction, the quality of the courses and accommodation facilities, the professional conduct of the suppliers, value for money and the support of the local tourist industry.

To mark the importance of winning this award, the Algarve Tourism Association (ATA) and the Algarve Tourist Board (RTA) will be launching a campaign on various specialist websites abroad and in the local media.

Sorry, to continue. It seems like the price for a decentish round of golf in most European Countries is about Eur60 or £40. Obviously prices may vary. Played at Adeje and Buenavista in Tenerife in December and they cost about £60 each. My humble opinion is that they were nice but not brilliant and not worth the money. I've just returned from Italy and the golf there was better for about 30% less. Stayed near Rimini and played at le Fonti, Rimini, Cervia and Modena. le Fonti was best. Mainland Spain is just too expensive these days as is Portugal. If you don't mind spreading your wings a little you could always try somewhere like Egypt or Tunisia. Egypt speaks for itself with regard to things to do. And the golf is excellent and good value. There is a nice complex near Hammamett in Tunisia, Golf Cytrus, 2 nice courses. But you have to be lucky with your hotel in that country.
Personally if I was looking for somewhere different right now I'd probably plump for Egypt and spend time at Cairo and Luxor. You're guaranteed decent weather.
Myrtle Beach is very popular for golfers, my dad goes there alot, and you have alot to do by the beach, when not golfing.
scotland has some great courses
Nashville: There are more high grade and PGA approved golf courses in the Nashville area than you can shake a stick at. Also great shopping, dining and entertainment.

Hilton Head: Nuff said. Hilton Head Island is a golfer's dream vacation with a resort feel.
Anywhere in Spain

Phoenix. It's a little expensive.most top of the line courses will cost you $125-$200/round but it's worth it if you have the dough. I lived there for 2 years, some of the best golf i've ever played.
Myrtle Beach is the best golf destination in the world. Great beaches, shopping & restaurants for the Ladies and more than 100 courses for the Men. Golf packages are second to none. Ocean City Maryland is very good, Jacksonville Florida is a hidden gem, Bermuda is spectacular.
Orlando
Thailand! Thailand has 200+ courses, is dirt cheap, is certainly hot and plenty of shopping and fine beaches for the ladies. Where else can you get a caddie (and nearly all Thai courses require one) for about $10. including tip? And a round on a championship course for 30 bucks?

The Algarve in Portugal is great for golfing and enjoying the beautiful sights. Very peaceful and relaxing yet enjoyable. The weather is always great here aswell.
The weather isn't important on a golf course so head for Central Scotland for multiple choice courses and plenty of shopping for the ladies.

Kerry, in Ireland - Bill Clinton uses the Ballybunion course regularly. And its near enough to Kilarney shops :)
If you want to push the boat out (figuratively speaking) try Sandy Lane, Barbados. If you're not in the Michael Winner salary band I'd recommend the Algarve. Wonderful couses, lovely weather and the wine's not bad either!!
