If you are doing serious research, this is the wrong forum to get accurate data on that. Having said that, you just have to look at average attendance and realize there is a correlation.
Given Cardiff (OK, technically not in England) anbd Millwall's reps, you'd automatically go for them but sheer numbers it has to be Man Utd, Birmingham, Chelsea, Leeds and probably take your pick from among Tyneside, London, B'ham, Merseyside and Man C as to who is #5.

For the size of its firm its Zulu Warriors of Birmingham City they not only control the city centre for security (doorman) they also dictate the crime in parts of Birmingham i.e if your going to do a job on their patch you pay them first,Stoke,Chelsea,West Ham,Leeds,Portsmouth,Millwall all have sizeable firms whos the biggest 5 is not easily broken down due to the fact a lot of firms have hangers on who shape (run) at the first sign of trouble.
