Id would have ripped his head off 18 months ago,bit late now but you could try sitting out front of his house with a petrol can if you can can find it,Parade out front of his shop with a dodgy dealer sign
too late now
over 2 years ago ???, it is to late now .
I dont think you can do anything now i think that the matter has been left too long to resolve.
you could get intouch with trading standards, but because you have left it so long they might not do anything about it.
Sue him through the small claims court if you have enough evidence, otherwise right it off as a bad experience.
My guess is that you have left it to late but if you have an address for him try the small claims court
Since this happened 2 years ago, the statue of limitations for suing the company has expired and you have little or no recourse.

When ordering online, remember these tips.

Assuming you paid by credit card (through paypal), you can exercise your legal rights under the Fair Credit Act by disputing the charge. Wait until you get the credit card statement in the mail, then follow the instructions on the back of the statement. In brief, it tells you to write a letter, stating the disputed charge, the details on why you didn't get your merchandise and you attempts to resolve it with the merchant. There is a time limit, I think it's 30 or 60 days since the statement was mailed out to you with the disputed charge. You MUST write to them, calling customer service will not protect your rights.

The amount will be put on hold while the card company investigates the matter. They must respond with 30 days of the letter they received that they are investigating. You are not obligated to pay that amount in dispute, but you must still pay all other valid charges. They have 90 days until a decision must be made.

Again, full details on this procedure are on the back of the statement. However, I must warn you that if you used a Debit card or a card linked to your checking account and used "credit" in your transaction, then you have no rights to dispute the charge. The law only applies to credit card companies issuing credit cards.

Always pay by credit card when buying merchandise online, never send a check, money order, or use a card attached to your checking account.

Good luck!!
it's a bit late now but you could try hounding him, first set up some dummy accounts making sure the ip addresses can't be traced back to you then ruin all his sales by placing false bids and leave negative feedback until he agrees to give you fair compensation, just remember that you didn't hear it from me
Well How would you feel if someone borrowed something of yours for 2 years then all of the sudden wants their money back? I wouldn't give you your money back either.

Oh and when you right in all caps it's very annoying.
