There are 18 holes in Golf. Why 18 and not any other number?

It has been said that there are 18 holes because in the early days of golf the gents would take a shot of wiskey or scotch at each hole and there are 18 shots in a bottle.
This of course isnt true but sounds good.
In reality the first golf courses had less then 18 holes , then St Andrews in Scotland was laid out on a parcel of land near a beach and had 11 holes, they would play the 11 holes out and then turn back and play them again right back to the clubhouse thus playing a total of 22 holes as a round.
At some point later it was determined that several holes were simply to short so 2 holes were eliminated leaving 9 holes out and the same 9 back in thus comprising of an 18 hole round which then became standard.

It's just like in baseball. Why did they decide the bases are 90 feet. In football why are touchdowns worth 7 points. The world will never know these questions.
