when was it changed from 2 points to 1 point for a draw in football

jimmy hill was credited with the invention of the 3 points for a win system, which was pioneered by The Football Association in 1981
As far as I'm aware it wasn't, it used to be 1 point for a draw and 2 points for a win, but they changed that to 3 points for a win in 1981
