In American sport, what is 'shagging the ball'?

I guess it doesn't mean the same there as it does here. Its what a dog does.

In baseball, "shagging flies" is catching fly balls during practice or warm-up time. I've never heard of "shagging the ball," so I assume this is what you mean.

Generally, from my understanding, it basically means "screwing up" some action with the ball. As in, if you kick the ball and it goes straight and at a bad angle, someone could say "****! He shagged the ball!" Otherwise, it's not a common American euphamism by any means. You might hear it once out of 50 games.
It's all a dumb yank is going to get to shag.
