i have caught pike, using small brown trout as bait, this was loch fishing in scotland,i caught 2 biggies, then used large spinners, and still caught.
If you want an "Active" bait then try spinning a small sprat on a double wire treble (About a size 2 or 4), but I've had better results from using a half mackerel or herring (must be a half to enable the "smell" to spread). It doesn't matter whether you use the head or the tail, both just as good. Tight Lines
Make you own lures, just as in Fly tying

Roach or rudd, they live on em all year round. Eels are good too, Try sliding a cigar float up the mainline, stopped by a stop knot. Then slide a swivel up the line, on this have 2 feet of line and a 1-2 oz bomb. Then a snaplink swivel at end of mainline, which the trace fits too. when you cast out, the float holds whole thing straight in the water, the bomb obviosly sits on the bottom, the trace should kick off slightly leaving the bait a foot off bottom. Keep the line just tight and it should sit nicely. Up to 8 feet of water set float to be on surfice, deeper than that, use sunken float and put it on a buzzer. When you fish a river. fish opposite or just down sream(not upstream) with float on surface, and this method will fish perfectly, you wont find a better river set up. Make sure though that your bait is facing upstrem in a river or the pike will ignore it. They know fish dont sit still facing downstream,, tight lines
