The Kolpack Ruling states that if a player is from a country with an Association Agreement with the European Union, and has a valid UK work permit, he must be treated for the purposes of employment as a UK citizen.

This means that if a player fulfils both these criteria, he can qualify as a domestic player for Competitive County Cricket.

However, the player must not have played first-level cricket or above in the 12-months leading up to the season in question, or must have given up playing as a domestic player in his own country.
