Answers:
England and Scotland don't (obviously) but as far as I know, Wales, Ireland, Australia, NewZealand, USA (Native Americans) and South Africa all do.
Almost everyone
England is the only one I know of.
*Please note, Scotland's native language is Gaelic.
to the best of my knowledge all do have their own language and most speak english better than the english themselves

Ireland has Gaelic, as does Scotland, Wales has Welsh, there are lots of Native American languages in Canada and the US, people in India have many, in Hong Kong there is Chinese . get the idea?
English is a very modern language, and it keeps evolving.
All English speaking countries had a different language if you go back far enough.
English is the combination from when Saxons invades the Anglos. If you time travelled to before then, you wouldn't recognise much of their speech.
If you want to include territories, however, look at places that never had a local population until now . Antartica !
What's the betting Skillman didn't know of Scots Gaelic, Irish Gaelic and Welsh.
Roots in Goidelic tongues, P Celtic and Q Celtic.

Whose language?

Luck of the draw but it IS in the genes.
Again, whose language?
Bit of a stupid question really, must have been asked by an ill informed idiot. English isn't a native tongue of Britain, let alone Ingerlund.
