How come Schumi started 10Th on the grid with no qualifying time?

To answer this, first you have to understand the Qualifying format for the 2006 season.
3 sessions, 15 minutes each.
Session 1: At the end of this Session, the slowest 6 drivers are eliminated from the rest of Qualifying, their times will set Positions 17 through 22. The fastest 16 move on to Session 2 and are locked in the Top 16.
Session 2: All the times set for Session 1 are reset for the top 16 and they qualify again. At the end of this Session, the next slowest 6 drivers are eliminated from the rest of Qualifying, their times will set Positions 11-16. The fastest 10 move on to Session 3 and are locked in the Top 10.
Session 3: All the times set for Session 2 are reset for the top 10 and they qualify again. This time, the teams will declare how much fuel they will start the main race with. The amount they declare is the amount of fuel they will put in the car before Session 3 begins. After 15 minutes, the Top 10 grid positions will be decided and Qualifying is over.
Now, Michael made it all the way to Session 3 of qualifying. Since his times from the last 2 sessions were erased, he had to qualify again. This time he couldn't because of the fuel pump issue he had. So he did not set a time, BUT because he made it into Session 3, he could start no worse than 10th, where he started Sunday.
The only way he could've started worse is with a penalty (engine change, blocking during qualifying, etc.), but not for not entering a time in the last session. If he had lost the pump during Session 2, he would've started 16th; during Session 3, 22nd.
