Many waterproof clothes (golf trousers etc) are made from 100% polyester.?

Does it remain 100% waterproof?
If not what product washes and reproofs polyester?

Water proofing in polysester will fade over time. Some detergents will make this happen faster than others.
Outdoor gear stores sell spray on and wash in products that will restore the waterproofing. For example, REI sells Granger spray on and wash in waterproofing products. These and some other products will keep clothes waterproof and breathable, while some other products will leave the polyster waterproof, but not breathable. Pants that are not breathable will become uncomfortable in most conditions.

No breathable fabric is 100% waterproof in all conditions, but they come close enough for most purposes.
