Although most answers are good, they either are only referring to a specific case, like in the world cup, the New Zealand Japan game is the highest, whereas others have said the Argentina Paraguay was the highest. While I do not dispute the Argentina Paraguay as the highest, I found this site that list matches that have the winner has scored more than 100 points.
