Why does Cardiff City FC and Swansea City FC play in the English leagues and not the Welsh leagues?

For the same reason that Glamorgan plays as part of the English cricket league and their players qualify to play for England. There are not enough other prestigious teams in existence to warrant an separate league for Wales.

Cardiff Swansea and not forgetting Wrexham all play in the english football league because they are athe 3 major towns/ cities in Wales and are too big to play in the Welsh leagues.
Tradition. The general rule is that teams are only allowed to compete in their national leagues.There are a few other teams across Europe that have been made exceptions, but not many. The perennial Liechtenstein Champions are allowed to play in the Swiss league. Also, Berwick Rangers (from Berwick-on-Tweed) are English but play in the Scottish League.
