The argument that the FA put forward is that, as many people have suggested, the top players tend to play more games as they are involved in European and international games. In my view, this is a load of cobblers. Yes, top teams play around 50 to 55 games a year, but most exercise some form of squad rotation, meaning that the top pros probably play about 55 games including internationals. The argument that players burn out if they play too many games in a season doesn't hold water anyway - the likes of Gerrard, Lampard and Terry were the best English players last season, and they were outstanding right up to the world cup, where the whole team was crap.
In the 1991/92 season Peterborough United played 67 games. They reached the play-off final (which they won), the league cup quarter final (they lost in a replay to Middlesbrough, back in the days when top clubs still took the competition seriously), and the semi-final of the football league trophy. For a team in the third division of English football, this has to be considered a successful year. And they did it with a squad that was never bigger than 20 full time professionals. 5 of the players played over 60 games each, one playing 66.
The real reason the premier league is smaller, is that it means the Sky TV money has to be shared amongst a smaller number of teams, meaning everyone gets more.

They also tend to do better in domestic competitions which also contributes to the extra games. About 10 years ago 2 teams more were relegated from the premiership than promoted to reduce the number of teams in the top league. This was mainly due to Alex Ferguson complaining that Man Utd could not perform in Europe because of the number of games the team were expected to play in one season

So the big clubs wanted fewer league games because they figured they'd be in the champions league the most making loads of money.
