For my pool balls on my home table, I use a product called "Novus Plastic Polish No. 2". Call 1-800 548-6872 for information on a distributor. I realize that this is a Midwestern American company, but then that's where I live. First clean the balls with a dry cloth to remove any dust and other particles. Then apply some of the polish, about the size of a penny, and using a separate cloth, work the polish all the way around the ball. Then using a third dry cloth, wipe off the polish and set the ball in a tray to air dry. If you have the original box that the balls came in with the foam inserts, that works perfectly. You really don't need to bring soap and water into it, but it won't hurt anything. Avoid using any kind of wax not specifically designed for billiard balls. It can leave a buildup on the cloth and the tip of your cue. Incidentally, what's with the internet link? M.D.-BCA Instructor/Referee.
White cotton gloves. Apparently.

Use baby wipes
detergent and a plastic scourer. Using vinegar on a cloth also works well

Water and a cloth otherwise harsh abrasives can scratch the balls surface.
As by your question suggests that you are British, get 2 two pence piece coins to mark the spot of the ball, lift it off and either your sleeve your if you wish to appear more flash a(clean) hanky will suffice to clean the offending chalk particles.

same way you clean them off your undercrackers,something soapy and water
wipe it on yer pants
water and soap and talc
