I think you would fish jelly lures the same way as a spinner only with a bit more bobbing of the tip of your rod.
The idea is to make your lure perform the same as if it were the real thing.
Practise the motion in a shallow part of water watch the lure as it passes through the water to perfect your motion.
From my experience in Texas. It is similar to fish with a "Rat-L-Trap" for fresh water only 10 times faster when reeling in the lure. Quickly. No stopping, just maybe making the tip of the rod tilt from time to time but that's it.
