Everything is posible in this life, but not extrictly convinient. The atlantic coast of Iberian Peninsula is quite dangerous, you have several miles with cliffs with no bay or port. You must overcome what is called the dead coast (Costa da morte, in Galician). Do you imagine why is called like that?. I would recomend you other option, from the Cap of Creus to Malaga, Mediterraneum is by far easier, with thousands of campings in their costs, with good weather, and nice sea.
Besides, In Spring expect not to see the sun during your trip by the north coast of Spain.
Answering to other answers, of course there are not customs between Spain and Portugal.
yea its posible! i did it 2 years ago
Unless if there is some river I dont know about.

You will probably have to go into Portugese territory. That could be a headache if you need to go through customs (maybe not since they are EU?)

Are you planning on going on the coast?
That would be quite hard if you do it by sea. Doing it by rivers would be even more difficult I think. Besides you have to take into account some things:
The northwest coast of Spain can be very dangerous.
As a rule, camping on beaches is forbidden and camping sites can be far away from the coast.
For sure, most of the trip would be in portuguese coast and also you'll have to surround Gibraltar.
Crossing the entrance of some main ports (Vigo, Oporto, Lisbon, Huelva, etc.) can be dangerous
You'll pass to close to some military bases (U.S. Navy in Rota for example)
