Morroco i would say is the closest with almost guaranteed Sun!
Not Southern Spain though, weather is wet and really windy - especially in Estpeona!
Any of the Canary islands and you should be fine. Or what about Morroco? Marakesh (sp?) with all the bazaars would be romantic.
Most of southern italy stays pretty warm all year round.
South of the Med will get you a tan. Canaries are Soooooooooooo boring so I'd go for somewhere in North Africa.
