I thought Ireland was pretty bad but I believe Portugal has the highest rate, and Spain is similar. Lithuania and Latvia are much higher still (but I don't really think of them as Europe).

gives you the world stats for 2004. I don't think 2005's are available yet. By the way, the USA's rates are surprisingly bad - nearly 3 times that of the UK.
You would think it would be Italy with the way they all drive but apparently they have the lowest rate of fatalities. I believe the highest is Germany.

In order to get off the top spot I believe the official Portuguese statistics now only count deaths that happen at the scene of the accident!!!!
