I thought Ireland was pretty bad but I believe Portugal has the highest rate, and Spain is similar. Lithuania and Latvia are much higher still (but I don't really think of them as Europe).

gives you the world stats for 2004. I don't think 2005's are available yet. By the way, the USA's rates are surprisingly bad - nearly 3 times that of the UK.
You would think it would be Italy with the way they all drive but apparently they have the lowest rate of fatalities. I believe the highest is Germany.

In order to get off the top spot I believe the official Portuguese statistics now only count deaths that happen at the scene of the accident!!!!
Rhodes one of the greek islands. There are flowers and markers everywhere along all the main roads. When we were Rhodes holidaymakers were talking about people who had been killed last or the week before.
