Yes you can. Hand luggage restrictions have now been lifted so that you can in fact take electronic equipment onboard.

You will just not be allowed to play during take off or landing.

Yes you can as I have just flown from Manchester to Vancouver and I had it in my hand luggage. They never told me I couldn't take it. I just couldn't use it during take off or landing.
