Where are the best state primary and secondary schools in Tauranga area?

I fancy moving to Papamoa (Mount Manganui will probably be too dear) but only because it's the only other area I have heard off and been to. Is this the best place for kids (aged 5 + 3) or are there other areas (in Tauranga) that are worth a look?
