For getting a Visa of any country, you have to contact the Consulate of that country and submit application for the Visa with required documents.

Green Card can refer to:

1) United States Permanent Resident Card, an identification document issued by the United States of America affording non-citizens of that country some of the rights its citizens enjoy, sometimes with the prospect of naturalization.

2) Used figuratively for granting of permanent residency by any country

3) German Green Card, a now superseded category of temporary residency in Germany intended to apply to skilled IT guest workers. See Immigration to Germany

4) Green Card, an international motor insurance certificate, part of the International Motor Insurance Card System, used in and around Europe.
yoou go to ambassy , apply for ivisa , wait, and if you have good luck you get it afterwards. Of course it takes time and money.
You go to the Consulate of the country you want to go to, if there is no Consulate go to the Embassy. You can apply for a visa and they will tell you want requirements there are for getting in. Tourist visas are usually easy, business visas more difficult and working visas are quite difficult. A Green Card is an American residents permit. How you get one I have no idea but I believe they are quite difficult to get hold of.
The best first sep is to look at the web site for the country you want to visit. They will specify what visa you will need (Tourist, business etc) and how to get one.
Loads of countries issue 'Visa on arrival' so you just get it when you land.
