Never! NASA will never go for it as long as they get government funding. USSR on the other hand, only allows it because after the fall of USSR the funding went out the window and so now they only cater to millionaires in order to fund their space program.
If we use the airlines as an example, about 40 or so years, although I doubt we'll get $29 space flights
Well, a normal person is taking a ride into space now. I think you mean, when will the NON rich be able to take part. AND my personal opinion is that we will NEVER be able to take part, at least NOT in our lifetime!! Maybe three or four generations from now, but not now!

Difficult to answer. I think there a number of factors involved. The technology would have to advance considerably to bring the costs for a flight down. The demand will have to be there too.
I think we may see flights into space at reasonable cost in our lifetime - I'd estimate about the next 20 - 50 years. Although these would be 'go up in plane, be in space for a minute and head back down again'-type affairs.
Trips to the moon to a lunar resort are I suspect some 100 - 200 years off (at least). That's assuming the world in a similar economic position to as it is now that far in the future.
When RyanAir buys a few rockets. Think of it. 1,000,000 free flights to the Space Station. Just pay the tax and insurance.
one day never. the costs of going into space are going up. the cost of building an infrastructure in space to cater for tourists would be astronomical, no private corporation could afford it only a wealthy nation. and no politician is going to ask you to up your tax to pay for investment in space. it's been 37 years since we last did any meaningful space travel, and i wouldn't hold my breath to wait for any more. funding for NASA has been cut to the bone. though it does very important research work, it is only a small fraction of what it could or should be doing. NASA has become a fig leaf for national prestige.

If you imagine the tons of fuel used and multiply this by the number of people who would use it if it bacame as cheap as flying, then the current world energy reserves won't last long.

Not so much space tourism as close to space tourism will be a reality in a few years time.
Apparently Virgin are currently working on a plane/shuttle that will go faster than Concorde and go much higher than normal aeroplanes. Travellers will be able to see space around them and be just on the edge of it. I think that - for folk like us - that will be about as close as we can get without winning the lottery!!
