Cheap Holiday idea for New Year?

my partner and I were planning to go stateside (NY-CHicago-Tx) for Christmas+New Year.. do some shopping etc. However, airline tickets r already £400+.. any suggestions for some romantic, shopping destinations (read cheaper) from Heathrow/Gatwick

you choose where you want to go, dont let any of us choose for you, on this site they search every travel agent, flight operator, tour operator, hotels, flights, ferries, etc etc etc----- good luck and have a great holiday.
I went to NY last new year and we booked it through travelplanners off the internet and it was so much cheaper. If not there, then maybe somewhere like Iceland (thats supposed to be fantastic) but not sure if its too much cheaper - its like from £650 (www.weekendalacarte.co.uk)
