try the Travel Lodge, they do saver rooms which are lovely with ensuite for 26 pounds for 2 per night if you pre book and pay on line. we went to london for couple of days and it cost a total of 56 pounds.
You don't save much by staying outside the castle walls, so unless you need to stay in a specific area i'd opt for city centre.
Have you tried the Jarvis hotels. They arent expensive and have a good buffet breakfast. Not sure if they have one in York though

I dont know any specific places, but often smaller family run hotels or bed and breakfasts are pretty cheap and can be nicer.more personal than big hotels.
